What is Solar for All?

The Inflation Reduction Act authorized Environmental Protection Agency (EPA) to implement the Greenhouse Gas Reduction Fund (GGRF), a historic $27 billion investment. GGRF will be implemented via three grant competitions: the $14 billion National Clean Investment Fund, the $6 billion Clean Communities Investment Accelerator, and the $7 billion Solar for All competition.
The Greenhouse Gas Reduction Fund Solar For All program is designed to:
Reduce greenhouse gas emissions and other air pollutants.
Deliver the benefits of greenhouse gas- and air pollution-reducing projects to American communities, particularly low-income and disadvantaged communities.
Mobilize financing and private capital to stimulate additional deployment of greenhouse gas and air pollution reducing projects.

Solar For All
Initial Overview

VIEO Solar for All (SFA) Application has been successfully selected by the EPA and $62,450,000 has been awarded to the territory. The VIEO anticipates a program period of performance to begin on September 1st, 2024, at which time funds will be obligated to the territory. The EPA is providing a 5-year period for the VIEO to administer the SFA program within the territory.

SFA has a planning period associated with the grant to ensure sustainable and equitable program administration. The VIEO has already started the planning processes through engagement with federal and local partners to facilitate program design, detailed scope and other technical assistance.

During this planning period the VI Energy Office will be:
Designing program specifics: requirements, documentation, vendor agreements, workflows, SOPs, etc.
Hiring key staff or engaging consultants to support program design, management, operations, and support. When position information is available, we will be advertising them and requesting resumes through the Division of Personnel.
The VIEO will be releasing information about the program throughout the development process on our website, social media, newspapers and on the radio.
Aside from the designated ramp up time the VIEO has strategically positioned grant funding from other sources (DOE, DOI) to support some portions of microgrid design for critical infrastructure and to support engagement with financial partners to assist with program rollout prior to the receipt of SFA funds.
SFA is designed for Residential Rooftop PV, Microgrid/Community Solar projects and associated energy storage solutions.
EPA has mandated that the SFA program impacts prioritize the underserved portions of our community and the VIEO will uphold this throughout the design, implementation and maintenance of the SFA program.
