Wind Anemometer Loan Program Guidelines

Program Overview

The wind Anemometer Loan Program is designed and administered by the Virgin Islands Energy Office (VIEO), with the goal of spurring small scale wind development in the territory. The VIEO is responsible for program administration with assistance from the US Department of Energy’s State Energy Program (SEP). The VIEO’s Wind Anemometer loan program is based on the availability of equipment and established selection criteria.

 

Goal/Objective:   To expand wind mapping with an emphasis on small wind data collection.

 

Implementation Plan:  Through a competitive application process, identify and select residential and small commercial property for the installation of anemometer equipment for a period not to exceed 12 months.

 

Eligibility Requirements(s)

Borrower must:

  • be legal owner of site location/property
  • provide proof of ownership of the property on which the anemometer will be placed
  • complete loan program application
  • complete an IRS Form W-9 (attached as Addendum 2)
  • agree to the Anemometer Loan Program Guidelines
  • place anemometers on site within the US Virgin Islands
  • agree to a minimal cost share deposit, not to exceed $500 (partially refundable) or 5% whichever is least, for dis assembly, removal and transport, etc.
  • agree to borrow the equipment for a period not to exceed 12 months

  • hold the VIEO, its employees, and contractors harmless of any occurrence during the transportation, installation and retrieval of the leaned equipment
  • agree that permanent changes may be made to property related to the installation of the equipment
  • agree to share data with the general public
  • allow VIEO and/or its representatives access to the equipment for data collection
  • allow VIEO and/or its representatives access to monitor equipment operation
  • agree to pre-schedule tours (no more than one/quarter)
  • Coordinate with the VIEO for the dis assembly and removal of equipment at end of 12 months period
  • acknowledge funds for project was provided by Grant # DE-EE0004394 from the US Department of Energy and administered by the VIEO

Loan Process

The loan requires completion and submission of the following items:

  1. Completed “Virgin Islands Anemometer Loan Application” (with attachments) obtained from the VIEO
  2. Application deposit of $50 (part refundable) or 5%, whichever is least- money order or bank certified check made payable to the Virgin Islands Energy Office
  3. Loan application approval notice
  4. Coordination process for delivery and installation of equipment

Loan Agreement

  1. An approved borrower will sign and date Addendum 1 agreeing to the terms and conditions of the Anemometer Loan Program
  2. Dis assembly, removal and transportation fee ($500)- money order or bank certified check made payable to the Virgin Islands Energy Office
  3. Participate in anemometer installation and maintenance
  4. Coordination with VIEO for system dis assembly and removal

Equipment

The loan equipment will consist of a NRG Wind Explorer anemometer, wind direction vane, temperature meter, data logger, and 34-meter (111.548 feet) tower. the installed system collects and saves wind speed, temperature, and direction data.

The Wind Explorer anemometer collects continuous wind speed, temperature, and direction data; and it stored as 10-minute averages in a data plug; each anemometer includes two (2) data plugs that can store seven months of data.

Anemometer installation and monitoring

Upon receipt of an approval of a loan application package, the borrower shall schedule an installation date for the anemometer.

Anemometer installation shall be completed by the borrower under the supervision of VIEO in accordance with the manufacture’s procedures manual. the need to lower is limited.

VIEO will provide technical assistance during installation of the tower and programming of data logger.
